I see a winged woman using a cord or rope.. I'm wondering if she trying to fish something out of a hole in the sand... she smiling, so this is a pleasant occupation... intercede: to mediate... she may be a mediator for bird and human?? Well, I tried. Bottom line: I love the image :)

Mediator is a very good guess! To Me this is an angel throwing a line of rope to someone that was damned. She is attempting to intercede on their behalf. To save them.
